‘Chicago P.D.’ Season 14 Episode 3 Recap and Ending Explained: Voight’s Deal With the FBI, B-Rock’s Fate and LaSean’s Shocking Death
‘Chicago P.D.’ has spent the early part of its new season dealing with loss and change inside the Intelligence Unit. Kevin Atwater worked his final case and left for an academy post in Atlanta, which closed a chapter for the original-era 21st District.
On top of the farewell, Sergeant Hank Voight has had to accept an outsider in the bullpen. FBI agent Charlie Boyden was assigned to the unit to determine whether it is an efficient use of resources, and Voight has not exactly rolled out the welcome mat.
The latest hour, ‘Under the Surface’, puts Voight and Boyden on a collision course while a gruesome case lands on the unit’s desk. It opens with Boyden questioning Voight about a drug dealer’s case and missing files, and Voight brushing it off as misplaced paperwork. Then a tip from a former informant sends Intelligence to the water, and the case that follows ends with a body count that goes beyond the original victim.
After leaving the office, Voight notices a tail and pulls over, only to find his former CI, LaSean Hutchens. LaSean tells him to check the water near an inlet, and divers soon pull up bags containing the dismembered remains of a woman. The head is missing, which means the unit has no way to identify her at first.
A group of mothers with missing daughters turns up at the morgue, asking to see the body. Three girls become the unit’s leads, and Ruzek finds video of a masked person dropping 8 bags into the water, which means 2 are still out there. Ruzek and Voight search the area and find the head, confirming the victim is Kendra Simmons.
Evidence points the team toward a man called B-Rock, who has a reputation for being into teenage girls. Imani plants a tracker in his car, but the signal goes dead, and when it pings again at a warehouse, his driver, Tia, tosses it back to them. She offers to give them everything in exchange for money to leave Chicago, and proves she’s legit by referencing the blue bags used to dispose of the body.
Complicating matters, the unit’s funds have been frozen and can’t be used. Voight confronts Boyden, who says he cannot unfreeze them but offers to get the money from a private donor. Voight refuses at first, since donor money comes with strings, and Trudy’s attempt to dig up dirt on Boyden comes up empty.
Eventually Voight goes back to Boyden and asks what the help will cost him. Boyden agrees to supply the money in exchange for the missing files from the case he asked about at the start. It’s a deal that makes Voight uncomfortable but gets Tia her payout.

Tia gives Voight and Burgess the full story, including that B-Rock confessed to killing Kendra and cutting up her body in his basement. The team’s search of his place goes nowhere at first, but a lead from Kendra’s mother takes Imani and Voight to a vacant building, where they find hair with blood on it in a basement drain. When Voight corners B-Rock, he pulls a gun, and Voight shoots and kills him at the scene.
The case appears to wrap up. Tia gets her money and leaves town, and Boyden has spoken with Kendra’s mother and helps send funds to the missing person unit. Then comes the twist. B-Rock’s corner is quickly taken over and becomes a hot spot for activity, and when Voight goes to confront LaSean, he finds him dead in his car.

LaSean’s death hints that something much bigger is at play. B-Rock may have been only one piece of a larger operation, and whoever replaced him moved faster than anyone expected. Voight’s tip came from a man who is now dead, which makes the original lead look very different.
It also raises the stakes with Boyden. Voight now owes him the missing files, and Boyden has already shown he can pull strings the unit can’t. Some viewers will see him as a complicated adversary, while others will wonder whether his help is a trap.
