Cleo races back toward the plane on a motorcycle, and Pope reaches out to pull her aboard, but she doesn’t make it in time and is left behind. She is arrested for her role in helping the Pogues escape and is deported with a lifetime ban on ever returning to the United States.

This time, Cleo is warned that if she tries to reenter the country, she will be arrested, and anyone caught harboring her will face consequences too. For a couple that has already survived kidnappings, gunfights, and international treasure hunts, an immigration ban proves to be one of their toughest obstacles yet.

Once the group is back in Kildare, the story briefly grows messy, with Pope sentenced to a month in county jail while Cleo remains stuck in the Bahamas. The physical distance between them mirrors the emotional distance the show forces the couple to navigate before any resolution arrives.

Does Cleo and Pope’s Engagement Finally Happen

During the hurricane that hits in the series finale, Cleo tries to ask Pope if he would consider moving to the Bahamas to be with her, but he doesn’t hear her over the storm. It sets up one final, dramatic swing for the couple’s happy ending.

The Pogues eventually use their share of the recovered Royal Merchant gold to bypass Cleo’s immigration issues so she can become a citizen and return to the Outer Banks. Getting a well funded lawyer using money from the gold helps overturn her lifetime ban, and she ultimately becomes a U.S. citizen.
